Web search and reading pages work again

Asking the assistant to search the web could come back with "Rate limit exceeded" — from us, to us. Search and page-reading were going out through the same door as model calls and queueing behind them, so an assistant that searched twice in one answer rate-limited itself.

They now run in place, with no round trip and no queue. Reading a page runs here too, which fixes the "invalid API key" error that had made it fail for everyone.

A page that hides its text behind JavaScript still cannot be read, and now says so plainly instead of returning a few words the model would have guessed from.
