Fewer transient "no provider available" errors

Routing is now more resilient. If every backend for a model was temporarily backed off at the same moment, the request used to fail with a "no healthy provider available" error. Now the router makes a real attempt on the best available route instead of giving up — so brief provider hiccups no longer surface as hard errors. No action needed.
